Strengthening Good Governance amongst
Opinions and Local Government Leaders in
Northern Uganda (SGOLLEN)
SGGOLLEN is a project code name for strengthening Good Governance amongst Opinions and Local Government Leaders in Northern Uganda, and It is being designed to make local governments structures in the war torn northern Uganda affordable, transparent and more efficient hence ensuring respect for
- Human rights,
- post war planning and rehabilitation,
- rule of law,
- constitutionalism,
- justice, law and order,
- pursue of democratization process,
- anti-corruption, etc.
Good Governance is a multi-dimensional concept and covers all aspects of the exercise of Authority by formal and informal institutions. The Uganda National Program and Action Plan on Democratic Governance defines good governance as the efficient, effective and accountable exercise of political, administrative and managerial authority to achieve a society’s objectives including the general welfare of the whole population, sustainable development and personal freedom.
Northern Uganda region requires a lot of attention not only in relief and humanitarian but the perspective of good governance is pivotal if the society is to transform and develop. SGOLLEN is therefore intended to build and strengthen the capacity of opinions leaders (religious, elders, community leaders, etc), and local government leaders on issues of
- accountability,
- good governance,
- respect for human rights,
- justice,
- law and order,
- constitutionalism,
- guarantee of personal security and property,
- effective projects implementation and management,
- accountability and transparency,
- planning,
- decentralization,
- financial and human resources management,
- civic education, etc.
If the capacities of the Opinions and Local Government leaders are built and strengthened, then effective implementation and management of government and donor funded projects will be realized.
This project will be implemented through routine training and lecturing of the opinions and local government leaders on key topics and concepts of good governance. The project is aiming at training and strengthening district, subcounty, parish, village and opinions leaders in Northern Uganda on key concepts of good governance and at the end of the project, they will be able to act as focal agents and promoters of good governance in the respective areas. Additionally, the project will involve seeking public opinions and solutions to issue of human concerns in the area, public dialogues, seminars, workshops and group discussion will be encouraged and organized.
Civic Education Program (CEP)
The Civic Education Program (CEP) is a program activity of Public Opinions aiming at advocating, promoting and strengthening Civic Education in Uganda. This program will focus more on sensitizing the masses on electoral rules and procedures and empowering them to make better decisions to elect or vote a representative at different levels of leadership.
Part of this program will involve training and empowering
- Sub County Executive Committees
- Parish Executive Committees
- Village Executive Committees
in different parts of the country. The Civic Education Program is aimed at heightening public understanding and awareness of the many aspects of democratic citizenship, particularly in the context of social change as well as making citizenship aware of various threats of democracy such as extremism, violence, vote rigging, racism, social exclusion, etc.
The program is also designed to engage electoral officials at different levels in sensitizing the local communities. Every District in Uganda has a District Registrar and other Officials whom we believe can play a leading role if effectively engaged in sensitizing and training communities on electoral and related issues hence find a progressive solution in reducing a number of election violence, abuse of law, and other irregularities.
The program is also intended to enlighten the masses on a number of existing laws, support them to access them hence promoting respect of law in our societies. The coverage of our programs will depend on the available resources/funds. We intend to seek support from the Uganda Electoral Commission, the Government of Uganda and the Donor Community to implement this program.

Public Complaint Program (PCP)
We want to strengthen our public complaint office so that it can serve the public effectively. This office receives complaints on
- economy,
- health,
- human rights abuse,
- corruption,
- incompetent leaders,
- family affairs,
- election abuse,
- rape, etc.
Here we have both the mobile and office staff. All complaints will be compiled into a report known as the “Bi Annual Complaints Report” (BACOR).
Many cases go unnoticed or un heard by the concerned due to the vulnerability of the community; this program therefore is intended to support the grassroots/vulnerable communities and such cases will be brought in the limelight.
Public Opinions Search Program (POSP)
This program involves seeking and analyzing the opinions of the public on a given topic and later on distributed in form of magazines and reports to the relevant Authorities and the General Public.
Public Dialogue Program (PDP)
This program is fundamental and it is intended to build the capacity of the leaders, bridge the gap between leaders at different levels of leadership. It is designed to target
- political leaders,
- opinions leaders,
- NGOs,
- CBOs,
- religious leaders, and
- civil servants in rural areas.
It involves seminars, workshops, and trainings and it cover many aspects among others,
- leadership performance analysis and assessment,
- policy implementation,
- human rights,
- peace,
- Governance,
- Accountability,
- Local Government Management,
- public opinions support,etc.
